Experienced and qualified professional with over 8 years of work experience in UN-funded projects, WFP Food and Nutrition Assistance within the humanitarian and development industry. Leonard experienced in capacity-building initiatives and in partnering with various stakeholders in addressing humanitarian emergencies and worked on various developmental projects with World Vision Tanzania in the host community, which has enhanced with extensive deployment and technical support to countries across Africa and Asia supporting the project establishment/launching function in humanitarian emergencies specifically on Humanitarian Food and Cash/Voucher programming.

Achievements: Managed to get two extension phases (Extension I and II) with a target of 235,184 beneficiaries through Food and Cash Assistance worth US$ 2,872,959.86, US$ 2,606,971.17 respectively in 5 districts (Jaffna, Badulla, Monaragala and Kurunegala). Also, played as focal person in all DMT related issues as well as sharing the SOW and budget for final review and approval before final submission to WFP. Moreover, on site monitoring and on job trainings provided to the project staff to ensure compliance to food standards/ procedures and SOPs during food distributions.
• External reporting to WFP: Work with the Project team to develop high quality reports are per donor requirements (weekly, monthly and project end report).
Expected results: Working closely with MEAL and Accountability team; and ensuring that Onsite Monitoring is being done based on distribution and reporting guidelines and ensure that Complaint and Feedback Mechanism in fully function with transparency and confidentiality.
Achievements: Ensured timely and quality reports (Daily, Weekly and Monthly) and other documents such as beneficiaries signed lists and annexes submitted and uploaded into WFP secure folder. This achieved through working closely with the Project Manager during reports review and the MEAL Coordinator to ensure that Complaint and Feedback Mechanism in fully functional with transparency and confidentiality.

• Staff and resources management at EDP: Managed 12 National staff and 124 refugee incentive workers (Loaders) 120 from each camp and 24 cleaners. Making all Logistics arrangements with the internal Transporter before food prepositioning.
• Reservation and contracts/vendor negotiation: ensured proper Logistics arrangements for accommodation, hotel, and meals for guests and staff during seminars and training, also ensured Vendors are timely contracted for service provision to program staff for instance Food Transporter for both EDPs (Nduta and Mtendeli camps).
• Food prepositioning from the Warehouse to Distribution points: ensured 75% of the assorted food to be distributed is prepositioned in liaising with the WFP Supply chain unit three days before the general food distribution.
• Monthly report preparation: To strengthen Coordination and networking with other agencies and donors, I ensured monthly reports were timely prepared and shared with WFP and other stakeholders. Where need be CTS and LESS reconciliation were timely made before shared to the WFP HoSo/Program Team Leader.
• Installation of Humanitarian standards: ensured that Food aid management standards installed and maintained in the food program in Tanzania as per World Vision/WFP Food standards and Procedures.
• Staff training: ensured program staff trained on the Prevention of Sexual Exploitation and Abuse, GBVs, and Fraud and Corruption policies as well as Proper Commodities Handling Procedures (PCHP) as per Food Standards/Sphere.
• Enhanced Partnership Data Protection: Contributed to the UN-WFP and WVI Working Group on data protection and sharing between systems for increased efficiency, reduced duplication, and complimentary.
• Programme Integration Systems: using Last Mile Mobile Solution (LMMS)/Commodity Tracking System (CTS) in partnership with WFP LES to enable integration of the food information in both Supplementary Feeding and General Food Distribution.
