Dr. Saumu Iddy Nungu is a distinguished Public Health Specialist (Epidemiologist) with over fifteen years of expertise in the Tanzanian Health System. Throughout her career, she has collaborated with international organizations and the Tanzanian Ministry of Health, contributing to the establishment and functioning of Public Health Emergency Operation Centres in the country. Dr. Nungu has played a key role in the National Task Force, focusing on preparedness and response to various public health events. This includes participation in Joint External Evaluation (JEE) Assessments and conducting Strategic Risk Assessments for Health Emergency plans at the national level.

Beyond her involvement in these critical activities, Dr. Nungu has served as a facilitator in various capacities. These include Marburg After Action Review (AAR), COVID-19 Intra Action Review, and the AFRO AVoHC SURGE program. She has offered insights into Humanitarian overviews and introduced the Cluster Approach module. To aid the execution of Health Emergency Preparedness activities, this involves supporting the technical pillars in various tasks such as:


  • Evaluated potential hazards and vulnerabilities to develop risk-based preparedness strategies.
  • Developing or revising national emergency preparedness and response plans
  • Assisting in monitoring, evaluating, and objectively assessing the country's core capacities, ensuring adherence to the International Health Regulations
  • Daily monitoring of surveillance data (including alerts and events) to update early warning indicators for informed decision-making
  • Offering technical assistance at the sub-national level Public Health Emergency Operation Centres (PHEOCs) on priority issues like emergency preparedness, surveillance and response, health systems strengthening, operational readiness, and essential public health functions
  • Serving as the first-line emergency responder during national emergencies in accordance with country policies, supporting the Incident Management team


  • Assisting and contributing to building partnerships with relevant health stakeholders in the country, ensuring successful implementation, monitoring, and evaluation of capacities aligned with the International Health Regulations (2005)
  • Additionally, supporting resource mobilization for financing Health Emergency country plans
  • Link with institutions, associations and non-governmental agencies and scientific bodies, for exchange of information, coordination of activities and implementation of sector wide approaches
  • Assisting the Emergency Operations Centre (EOC) Manager in all managerial, administrative, and liaison activities with Regional and District Health Management teams
  • This includes supporting the effective implementation of activities outlined in joint work plans to enhance health security as outlined in the National Action Plan for Health Security (NAPHS)
  • Providing technical assistance during outbreak investigations and control at the sub-national levels.
  • Coordinated logistics support during emergencies, ensuring that resources were deployed quickly and efficiently where needed most urgently.
