With over 10 years of comprehensive experience, I am a seasoned professional specializing in Information and Communication Technology (ICT) and sensitive Project Management. I have served as a Project Manager for the installation of eleven (11) Cargo Scanners and Deployment of Centralized Scanner System at Tanzania Ports Authority (TPA) and Tanzania Revenue Authority (TRA). Additionally, I have contributed as a Technical Team Member on the Project for the design, manufacturing, supply, installation, and commissioning of Twenty-nine (29) Metering Systems for petroleum products and edible oils at the ports of Dar es Salaam, Tanga, and Mtwara in Tanzania. I have also been involved in the Deployment of SCADA at Petroleum Bulk Procurement Agency. My journey has been marked by impactful collaborations with esteemed organizations, including the Tanzania President's Office, Tanzania Ports Authority, Tanzania Revenue Authority, Tanzania Electronic Government Authority, Petroleum Bulk Procurement Agency, Energy and Water Utilities Regulatory Authority (EWURA), and Tanzania Weight and Measures Agency. Currently, I am Seconded by The United Republic of Tanzania as ICT Officer at the Southern African Development Community (SADC) Regional Counter Terrorism Centre (RCTC) based in Dar Es Salaam Tanzania. • 2014-2016, ICT Officer, President's Office, During my tenure as an ICT Officer at the President's Office, I played a pivotal role in establishing and maintaining a secure and efficient IT infrastructure. My responsibilities encompassed a broad spectrum of activities, including overseeing the day-to-day operations of the IT systems, ensuring the seamless integration of technology, and providing timely technical support to staff members. I successfully implemented comprehensive security measures to safeguard sensitive information, aligning with the highest standards of confidentiality and integrity.
• 2017-2018, Head of scanner unit, Dar es Salaam, Tanga and Mtwara ports in Tanzania, Establishment of Scanner Unit, manning requirements, Operating and Maintenance Standard Operating Procedures and Successfully introduction of major expansion in scanner operations at Dar es Salaam, Tanga and Mtwara ports. Successfully installation of Scanners strengthened government capacity to identify and combat illegal trafficking of contraband items crossing through seaports and boosted government revenues by enhancing the compliance level of cargo concealed in containers with declaration documents submitted by Clearing and forwarding Agents (CFA's) through Tanzania Customs Integrated System (TANCIS).
• 2018-2022, Technical Team Member, Design, Manufacturing, Supply, Installation, and Commissioning of the Twenty-nine (29) Metering Systems for Petroleum products and edible oils at the ports of Dar es salaam, Tanga and Mtwara, The Main Objective of the Project was to prevent Tax evasion by enhancing proper Government revenue collection by accurately measuring all imported and exported Petroleum products and edible oils.
• 2019-2022, Project Manager, Commissioning of Centralized Scanner System (CSS) At Dar Es Salaam Ports under President's Office, The Centralized Scanner System integrated all the scanners at Dar es Salaam, Tanga and Mtwara ports through an MPLS Virtual Private Network (VPN) to ensure that, Image of Containers carrying various cargo are analyzed at one location and the verdicts are communicated to Clearing and Forwarding agents through Tanzania Customs Integrated System (TANCIS). The System eradicated the existence of physical contacts between image analysts and CFA's which were prone to occurrence of corruption, removal of paper works on image analysis process and increased image analysis work throughput and efficiency.
• 2022-Present, Assistant ICT Officer, SADC Counter Terrorism Centre (SADC-RCTC), Providing technical support to staff members for ICT-related issues. Ensuring that all ICT equipment and systems are in proper working order. Offering guidance on best practices for information security and usage of ICT resources. Overseeing the collection, storage, and retrieval of data related to counter-terrorism activities. Implementing data protection and privacy measures to safeguard classified information. Implementing and maintaining robust cybersecurity measures to protect sensitive information and systems from cyber threats. Maintaining the ICT infrastructure to support the Centre's operations. Managing servers, networks, and hardware components to ensure optimal performance and security. Monitoring network performance and addressing issues to minimize downtime and ensure optimal functionality. Troubleshoot network issues and ensure efficient data transmission and communication. Collaborating with vendors to procure and integrate new hardware and software solutions. Developing and documenting detailed Terms of Reference (TOR) for the procurement, installation, configuration, and maintenance of all ICT equipment required by the organization. Collaborating with procurement teams to ensure that the TOR for ICT equipment procurement encompasses specifications, standards, and requirements essential to fulfill the organization's operational needs. Establishing and maintaining an accurate and up-to-date record of all ICT assets owned by the Centre.
