The company performance improved significantly from loss of Tshs 183bn in 2006 to loss of Tshs 67bn in 2007 and Tshs 21bn in 2008.
  • Responsible with the preparation, implementation and control of annual budgets. This included guiding regions in the preparation of budgets, controlling the expenditure to ensure the expenditures are within the approved budgets. During the period annual sales and collections improved significantly.
  • Facilitated the implementation of a number of projects including the construction of 45MW plant at Tegeta funded by the Netherland Government, rural electrification projects funded by Government of United Republic of Tanzania, SIDA, World Bank and EADB.
  • From December 2009 involved in a new tariff application for all users that reflected a cost of providing power to the country.
  • Responsible with contract management relating to procurement for the entire company to ensure the company has adequate materials at all times to meet both routine and emergency maintenance and expansion of company network. Overall in charge of supplies and transport management function in the Bank with a fleet of more than 650 motor vehicles countrywide.

Work Included advising the Government on various issues relating to the privatization process including development of the divestiture strategy, Procurement of advisors, review and present recommendations to various Government organs on various measures to be taken in the privatization process, prepare bidding documents, participate in the negotiations with preferred bidders and follow up on implementation of agreed business plans.
  • Involved in the resolution of privatization dispute in the privatization of 35% Government stake in Tanzania Telecommunication Company as Accounting Expert involving Expert Determination Scheme under Institute Chartered Accountants of England and Wales.
  • Designed a restructuring plan that resulted in separation of Celtel Tanzania Ltd (now Airtel) as a wholly subsidiary of TTCL from TTCL whereby the shares of the two companies are directly owned by the same shareholders but managed independent to each other.
  • Acted as Government valuer of the Government shares in Celtel Tanzania Ltd.
  • Had been involved in procurement of various professional services and supervision and monitoring during execution of the services. The procurement was conducted under the World Bank Procurement Scheme. Presented the reports resulting from the assignments to various Government levels. Some of the professional services include special closing auditing, Accounting support, restructuring studies, legal services, actuarial valuation, business valuation and investment banking services.
