Common Service Officer- Finance Officer

  • Ensure that the monthly financial report is done accurately and on timely fashion and also to respond back on queries
  • Supervise day to day mission finance activities and provide work plan of the department
  • Leads and supervises the mission budget planning, preparation and implementation
  • And ensure that the Program Managers submit their budget planning on time
  • Supervise financial year end process by ensuring that all allocated funds are utilized or decommitted if not used before the year-end deadline
  • Make sure that all current year invoices are paid and accrual all rendered services which we have not yet received the invoices
  • Provide financial advice to different programs at the mission which includes funds allocation and proper utilization of funds
  • Provide guidance on the financial utilization of Canada Funds for Local Initiatives, review the agreements and terms of payments and audit the Final report from the third parties
  • Supervise mission auditing activities, such as Canada projects to Tanzania, auditing travel claims and ensure that settlement is done accurately
  • Provide proper procedure on all unused funds from the third parties by ensuring that they are deposited in the proper accounts and the financial transactions are processed accurately
  • Supervise the mission VAT refund process, ensure that documents are submitted to TRA on quarterly basis and following up with TRA on the overdue refunds
  • Participate on the Common service delivery point conference calls and advise the financial status and progress of our mission
  • Act as a main point of contact between the mission and our local bank service provider
  • Allocation of approved budget funds and request Common service delivery point-berlin to commit the funds accordingly
  • Providing finance-related reports, estimates, spreadsheets, templates (as requested by Management Consul Officer)
  • Maintain close relationship with our Common service delivery point- Berlin and ensure that service level agreement is followed
  • Direct Supervise the work of Common Service Assistant - Finance by managing performance and objectives to ensure that the overall goals of the mission finance are achieved which includes: Assigning work according to priorities, establishing quality and quantity standards, reviewing work for accuracy, providing guidance and coaching and also completing annual appraisal reports
  • Ensure that the consular revenue reconciliation is done on monthly basis by verification of the consular revenue sheet and receipt book
  • Supervise mission local staff payments such as salary, annual leave, retirement benefits, health benefits and social security contributions so that they can be processed on time and accurately
  • Provide training to New Program Assistants on the Mission Financial Integrated Management system (SAP) regarding the invoices and claims processes, update on the financial procedures and provide the guidance on the Finance service standards
  • Train and Mentoring New Finance Common Service Assistants from other missions such as Lusaka -Zambia and Addis Ababa - Ethiopia
  • Participate in the interview panel to recruit the Common Service Assistants at the Mission
  • Ensuring that the departmental procedures are respected
