  • Serve as the primary technical expert and contact HJFMRI strategic planning activities, and an expert national resource on linkage, retention, and HIV management co-morbidities at the organizational, WRAID/DoD, the government of Tanzania Ministry of Health, Regional and Facility Levels
  • Provide technical leadership in the development and strategies for Clinical services that contribute to the HIV treatment through mobilizing community implementing partners’ organization and Facilities in the development of Work Plans for implementing HIV treatment activities or strengthening of clinical services Strategies and activities
  • Develop and maintain effective liaisons with Key Program staff in eleven (11) community Implementing Partner organizations to ensure that timelines and quality standard for implantation of HIV Program activities provided as per national standard and guidelines
  • Provide technical advice and direction on the scale-up of quality HIV/AIDS Care and treatment services including ART initiation HIV treatment and Retention to care, and be part of the team of clinical experts focus on the provision of technical support on comprehensive clinical care, development of country operational plan inputs, and recording activities, as well as supportive supervision and mentorship to sites

  • Identifies staff training needs in community implementing partners’ organization and facilitates and participates in the planning and development of training programs, teaching modules, manuals, and educational materials to address identified needs
  • Provide strategic direction and technical support in all areas of program health strengthening system in collaboration with strategic information department, inculcate a deeper understanding of Health system strengthening and prepare a conceptual model for HJFMRI’s in addressing and improving program performance
  • Identify and strategize new HIV/AIDS Treatment interventions to improve approaches and maintain mechanisms to facilitate collaboration with Ministry of health and Regional Health Management Teams (RHMTs)
  • Provides expert advice and technical assistance to Government of Tanzania ministries’ and other implementing partners in the development of policy, guidelines, and SOP for HIV treatment initiatives and new approaches
  • Responsible for liaising with local and national organizations, including CDC, USAID supported implementing partners for facilitating the expansion and/or provision of HIV/AIDS Care and treatment services at the health facilities level and in the community settings throughout the continuum of care; Provide technical assistance to Government of Tanzania ministry of health in the design and implementation of tools, monitoring and evaluation tools, and systems to effectively monitor and evaluate HIV treatment program activities
  • Liaise with the Clinical, Laboratory, Research, and Monitoring and Evaluation departments, and lead efforts to identify gaps in linkage, continuity of treatment, design and implement operational research, public health education, secondary data analyses and CQI initiatives/Approaches to address the gaps to improve adherence to ART and continuity of treatment to people living with HIV (PLHIV) through active tracing and tracking back to care both missed appointment clients (MISAPPs) and clients experienced with Interruption In Treatment (IIT) in collaboration with Community Partners, Faith-based organizations, RHMT/CHMT and Health facilities

Accomplishments

  • Developed, established and implemented the Community based HIV/AIDS dashboard that helped to improve the Continuity of treatment from 90% in FY20Q4 to 97% in FY21Q1 in Katavi Region.
  • Designed and implemented the single facility CQI database on the Retention Indicators by using the epi-info which improved the adherence to care and treatment and the documentation of Appointment and Tracking Register to among supported facilities.
  • Conducted Quality Improvement (QI) assessment and analysis on the (Quality Improvement) QI Teams availability and functionality, where by 95% were available and inactive in Rukwa and Katavi Region.
  • Revived and activated Quality Improvement (QI) teams in 71 supported facilities in Rukwa and Katavi Regions in a period of 16 months which were inactive.
  • Established and maintained the formation of 2 Regional Quality Improvement (QI) Teams and 9 District council Quality Improvement Teams both in Katavi and Rukwa Regions.
  • Successfully trained and maintained a database of 120 Quality Improvement (QI) Mentors in Rukwa and Katavi Regions.
